I regret to have to report as follows concerning

Mr. Beren Rowtenduz -

On the 19th. inst. about & p.m. Kr. Phelipe the

Auditer told me that he had seen Mr. Bowen-Rowlands leaving the

lift in a dazed and staggering state and that he (Mr. Phelips)

was in doubt whether the man wàs seriously ill øg) in need of

assistemos er met.

Mr. Boven-Roviande wee absent from his office for

the remainder of the afternoon. He returned next morning but left

again before 12.30 p.m. when I had occasion to send for him and

did not return during office hours.

He was in his office this morning, a little peculiar

in his looks and speech but nothing much. He has been absent since

tiffin time.

I cannot say that any great amount of work has been

neglected by his conduct but I have been obliged to remain in my

office in order to perform certain routine duties which are the

Secretary's business, when I had outdoor work in hard, and it is

obvious that no work of any importance can be entrusted to an

officer who ie liable to outbreaks of this nature.
